You probably need to read the description on the Ludum Dare page to get the mechanics. The main one is that you adjust the knobs with the mouse (spanner) to control the flow of power to the rooms.

Same here, it looks like terrific fun but the mechanics are so opaque I can’t tell what I should be doing, or if I’m helping or hindering my progress.
