The randomness of the tornadoes was actually desired, as well, they’re tornadoes, and it adds a bit of luck, while you get to sit back and watch. Some people don’t like it, because it adds luck into the equation, and there are people who want success/failure to only be a question of player skill (or lack thereof). But can’t satisfy everyone, sorry.

As for the name; for those who don’t know, Dick Cheney was the Vice President of the United States for both terms of President George W. Bush. Mr. Cheney was known publicly as a man of strong opinion and voice, not too afraid of making people angry (he famously told a reporter “Go f*ck yourself”, and he accidentally shot a hunting partner in the face while duck hunting). Some people loved him, others hated him.

There is a joke on certain parts of the internet that when some kind of bad storm happens, it was due to “Dick Cheney’s Weather Machine.” So that is where the humor of the name comes from. I admit, not too great, but when working on a very tight time schedule, one cannot second guess things.
